Finland has only 5.5 million inhabitants. But proportionally, this Scandinavian country has half as many homeless people as France. How is that possible? Since 2008, his Government had been implementing the "Housing First" programme. It is based on two main ideas: building social housing and reserving it for the homeless as a priority.
According to the latest statistics, Finland is the only country in Europe to have succeeded in reducing the number of homeless people year after year. From 18,000 homeless ten years ago, the country has fallen to less than 7,000 today, or 0.14% of the population. France now has 142,000 homeless people, or 0.21% of its population.
